Around the world and throughout your career, the job of a Foreign
Service Officer offers continuous challenges and variety. A career
with MFA will give you the chance to represent Singapore overseas
in an official capacity, shape our foreign policy, advance our national
and international interests, help Singaporeans overseas in need
and manage our resources in Singapore or at our posts worldwide.
There are two broad categories of a Foreign Service Officer's work:
Political and Economic or Administrative and Consular. Although
you may concentrate on political work, you will have the opportunity
to try administrative, consular or protocol work as well.
Political and Economic
Political officers follow, analyse and report significant political
and economic developments that have implications on Singapore's
strategic, political, economic and other interests. They write regularly
scheduled and special reports for the purpose of providing policy
recommendations and advice on Singapore's relations with host countries
or participation in regional or international organisations. Political
officers participate in official functions, meetings and conferences
either as a Singapore representative or as a note-taker. They also
organise visits that involve Singapore and foreign leaders and are
frequently assigned to write speeches and evaluate media coverage.
While serving overseas, political officers present and defend Singapore's
views and negotiate agreements both bilaterally and multilaterally.
To be effective in their work, they need to network extensively
to cultivate and maintain close ties with political and business
leaders, academics, other diplomats and influential persons.
Administrative and Consular
Administrative officers are managers responsible for the overall
day-to-day general administration of the office and are involved
in fields as diverse as budget planning, financial monitoring and
controlling, human resources management, facilities maintenance
of offices and residences, procurement and contracting, and communications
and computer technology. The other core job of administrative officers
is to advise and assist Singaporeans who are in distress overseas.
They also vet foreign applications for entry visas and monitor migration
issues. In headquarters, administrative officers may choose to specialise
in a certain function (personnel, finance and office administration).
However, they would manage the full spectrum of activities when
abroad. The achievements associated with administrative work are
clearly defined, tangible and personally satisfying.
Overseas Posting
The career of a Foreign Service Officer is one of alternating assignments
in Singapore and abroad. Overseas postings are important and offer
you the chance to learn about a country and its people in depth.
After about three years in headquarters, you will have the opportunity
to work overseas for three years. You normally go out on the first
posting as Second Secretary, but the responsibilities will vary
because of the size and range of posts. While one may, for example,
prepare political and economic analysis, another may handle the
cultural and information activities or manage administrative and
consular duties.

A Foreign Service career is more than just a job. It is a way of
life that offers unique opportunities and rewards. Yet, it sometimes
entails uncommon hardships. The search for extraordinary Singaporeans
to serve as Foreign Service Officers is intense, and the qualifying
process is rigorous, demanding and highly competitive.
You must be a Singaporean with a keen commitment to public service.
To apply, you should have at least an honours degree or be in the
final year of study. All academic disciplines are welcome, but you
should have a deep interest in international and domestic affairs.
We need well-rounded graduates with strong analytical and conceptual
abilities, excellent written and oral communication skills, a capacity
for effective working relations, and good planning and organisational
abilities. You must be prepared to accept the challenge of working
overseas. An overseas posting requires people who are flexible,
versatile, resourceful and have a clear understanding of Singapore's
interests. You must be able to cope with frequent changes and live
in diverse social and cultural environments.

There is a wide range of options and you will be expected, in partnership
with your manager, to take responsibility for your development programme.
throughout your career, you will be given ample opportunities to demonstrate
your potential through varied postings and challenging assignments.
All new officers will attend the Foreign Service Basic Programme.
The induction programme, which includes a study trip to one of our
overseas posts, is designed to introduce you to the framework and
workings of the Government and Foreign Service. You will gain insights
into Singapore's political and economic developments, challenges
and constraints, and MFA's role in it.
Training for your first overseas posting covers two areas: specific
skills and languages. Spouses are also invited to attend relevant
training. Promising officers will be given scholarships to do postgraduate
courses at renowned institutions. In addition, you will undergo
other challenging milestone programmes at various stages of your
career.
